Plan Commission Approves Canopy Hill Assisted Living Facility
The Plan Commission has approved plans for a new 50-unit assisted living facility within the Canopy Hill development. The facility will be located on 5th Avenue, west of South Colony Avenue.
The proposed one-story building will provide a community-based residential setting for residents who need assistance with daily activities. Plans include at least 26 parking spaces, a sidewalk connection to the building, landscaping and screening. The facility is expected to create 25 full-time and 10 part-time jobs.
The assisted living facility has been included in the overall plans for Canopy Hill since the development was originally approved. The project will add another residential option within the community and represents another phase of development within Canopy Hill.
Village to Challenge Drainage District Assessment
The Village Board has authorized legal counsel to file a complaint challenging the approximately $2.34 million assessment issued to the Village by the Racine County Board of Drainage Commissioners.
State law allows the drainage district to charge Union Grove for certain costs caused by increases in water flow since the drainage system was constructed or enlarged. However, the engineering report used to calculate this assessment assigns Union Grove a share of the overall project costs without adequately showing which costs were actually caused by increased flow from the Village.
The Village expects that an assessment calculated using the process required by state law would be substantially less than $2.34 million.
The Village successfully challenged a previous assessment for the same project. In July 2025, the Wisconsin Court of Appeals ruled that the earlier assessment was invalid because its supporting engineering report did not include all of the information required by state law.
The new complaint will ask the Racine County Circuit Court to vacate the latest assessment. The Village will continue to provide updates as the case moves forward.
67th Drive Reconstruction Begins September 8
Construction on the 67th Drive Reconstruction Project is expected to begin on or around Tuesday, September 8. The project extends from 58th Road to Durand Avenue and is being completed jointly by the villages of Union Grove and Yorkville.
The project includes pavement replacement and widening, removal of the former railroad trestle, replacement of the box culvert, construction of a new White River State Trail crossing, drainage improvements, vegetation clearing, and updated traffic signage.
Construction is expected to last approximately 90 to 120 days. During most of that time, 67th Drive will be closed to through traffic. A posted detour will direct traffic to Highway 45 to the west and 59th Drive to the east.
Access will be maintained for local residents, Union Grove Plaza, Ryan Moe/Michael Young Memorial Park, and the Wastewater Treatment Plant. At certain stages of the project, the roadway will be completely closed north and south of the former railroad crossing while the trestle is removed, the box culvert is replaced, and the trail crossing is constructed. During those periods, properties within the project area will need to be accessed from either Durand Avenue or 58th Road.

Splash Pad Closing for the Season
The Leider Park Splash Pad will close for the season on Tuesday, September 8. Labor Day, Monday, September 7, will be the final day it is open.

In-Person Absentee Voting Begins October 20
In-person absentee voting for the November General Election will be available at Village Hall from 8:30 a.m. to 4:00 p.m. on the following dates:

Monday, October 26 through Friday, October 30
The General Election will be held on Tuesday, November 3.
Village Board Updates
The Village Board held regular meetings on August 10 and August 24. The Board also held a Special Meeting on August 17. Following is a recap of actions that took place:
August 10, Regular Meeting:

Approved Ordinance 9-2026 updating the Village’s requirements related to the collection and payment of property taxes to Racine County.

Approved Ordinance 10-2026 modifying setback requirements for the assisted living facility planned within the Canopy Hill development.

Approved opening investment custodial accounts with Pershing Advisor Solutions and retaining Ehlers Investment Partners as the Village’s investment advisor.

Approved a $1,000 transfer from the General Fund to the Community Development Authority.
